Sure you can do it, but it just detracts from good, safe areas. Look what has happened in parts of Annapolis or Columbia when they put section 8 housing in. Crime has gone up, and once nice neighborhoods have lost value. I assume they aren't talking section 8, so maybe 10% "moderate" or "affordable" housing won't be bad.
