Does it have crime and poverty? Absolutely — just like any other big city.
It also has a lot of good things going on, and a lot of reasons for optimism. Additionally, it has good food, cool music, interesting (if not always great) architecture, and people that are about as nice as anywhere else.
The safety advice I give here is exactly the same as in any big city: Don’t wander alone late at night, don’t leave valuables visible in your parked car, don’t flash money around in public, and generally use common sense.
I’ve lived in all sorts of places, from big cities to little rural towns. Not only do I feel safe living in Baltimore, but I love it here (and so do my neighbors).
I recommend Mt. Vernon as a good neighborhood. Charles Village and Bolton Hill are other nearby options.
