This is the second case I have heard where development was stopped because of MIZOD related issues. The other was the denial for Little Havan to open up on the Egan Marnia site. Again, the city wanted a buffer for idustry. Isn't the several acre parking lot enought of a buffer for domino? The owner even offered to sign a agreement saying he would never file complaintes etc. about domino's activities. Still, it didn't happen.
